Pet Food FSVP Importer Verification Report

What this service is

The Foreign Supplier Verification Programs (FSVP) rule is FSMA's import-side requirement (21 CFR Part 1, Subpart L): U.S. importers must verify that food produced by foreign suppliers meets U.S. food safety standards — for animal food, the preventive controls requirements of 21 CFR Part 507.

For each supplier–product combination, the FSVP importer must conduct a hazard analysis, evaluate and approve the foreign supplier, determine and perform verification activities (records review, sampling and testing, or onsite audit), document corrective actions, and retain complete records for FDA inspection.

Who holds regulatory responsibility

The legal FSVP importer is the U.S. owner or consignee at the time of entry; where none exists, a U.S. agent designated by the foreign owner/consignee assumes the role. We conduct the verification and issue the report, but the FSVP importer's statutory duties cannot be delegated away.

Common pitfalls

Assuming one verification covers every productFSVP is performed per supplier–product combination; each pair needs its own hazard analysis and approval record. When the product list changes, add verification promptly or the new products sit unverified.
An incomplete file when FDA inspectsFDA conducts FSVP inspections and reviews records on site. Missing hazard analyses, supplier approvals, or verification records can trigger measures such as import alerts — build the full record structure from the start.
Applying the human-food standard to animal foodThe framework is the same but the standard differs: hazard analysis and verification for pet food map to 21 CFR Part 507, not Part 117. A file built on the wrong standard does not hold up in an inspection.

Who must comply with FSVP?

The U.S. owner or consignee at the time of entry is the legal FSVP importer. If there is no such U.S. party, the foreign owner or consignee must designate a U.S. agent to serve as FSVP importer.

How many products does one verification cover?

FSVP is performed per supplier–product combination. Workload and fees scale with product count — each additional product increases scope accordingly — with details fixed in the assessed plan.

Does FDA actually inspect FSVP records?

Yes. FDA conducts FSVP inspections of importers and reviews records on site; importers unable to produce a complete file risk measures such as import alerts.

How does pet food FSVP differ from human food FSVP?

The framework is the same; what differs is the underlying standard used in hazard analysis and verification — 21 CFR Part 507 for animal food versus 21 CFR Part 117 for human food.
